NEBRASKA ASSOCIATION OF COMMERCIAL PROPERTY OWNERS, INC. (NACPO)
What is NACPO?
NACPO was formed informally in 2003 against a proposal to allow cities such as Omaha, Lincoln, and South Sioux City to charge stormwater runoff fees based on impervious coverage. This law, if passed, would have been costly to all commercial/investment property owners and overall bad for our citizens. NACPO was successful, with 49 other associations and entities affected, to keep this law from being passed. We use Mueller Robak, LLC, as our government relations representative in Lincoln. We also watch the activities of the counties, cities, and natural resource districts.

Who are the CONTRIBUTORS?

Over 500 property entities, developers, and owners are current contributors, some through participating organizations, including the Building Owners and Managers Association of Omaha, the Institute of Real Estate Management Nebraska Chapter (IREM), and the Apartment Association of Nebraska (AAN). Many are well-known in the commercial/investment community and have contributed thousands of dollars yearly to support NACPO's cause.

WhO SHOULD CONTRIBUTE?
​
Suggested contributors are encouraged to donate as much as possible based on their exposure. The minimum amount is $200 per year. Each contributor is allowed one vote per $200 of dues given. However, large entities have contributed more. Suggested contribution levels are $2 per apartment unit or $2 per 1,000 square feet of commercial space.

WHY NACPO?
​
The commercial/investment industry needs a unified voice to speak on its behalf. No other organization speaks specifically for our industry. In our attempt to oppose stormwater legislation, we found other imposing legislative activities at the Federal and local levels. Therefore, we determined that NACPO should become a lasting entity, which was incorporated in 2006.

Over the years, NACPO has successfully stopped bad legislation, modified overdone legislation, and introduced our proposed legislation. Here are some examples of what NACPO has done in addition to defeating stormwater runoff legislation.

Supported the repeal of the common levy and school district boundary freeze for the Learning Community

Opposed sales taxes on services, which did not pass

Opposed cities being able to have insurance companies withhold claims from owners of severely damaged property, which has not reached debate

Have opposed bills to lower agricultural land valuations to 65 percent of actual value

Have opposed changes to Tax Increment Financing rules

Negotiated a longer timeframe for the carbon monoxide detector mandate for apartments

Proposed legislation to modify rules for Assessor notification. of valuation changes and meeting with property owners, which was passed

Supported legislation to modify TERC, which reduced TERC to three commissioners and allowed for single commissioner hearings for properties valued at less than $1 million

Introduced and supported the passage of legislation to evict dangerous tenants from residential and commercial properties sooner

Supported the passage of legislation to raise the dollar limit for abandoned personal property
